Install MSR using Envoy Gateway

MSR 4 continues to support Kubernetes Ingress controllers. However, beginning with MKE 4k version 4.1.3, NGINX is no longer the default ingress provider. MKE now exclusively uses Envoy Gateway to manage cluster traffic.

Envoy Gateway is also available for MKE 3 starting with version 3.9, where it can be used as a replacement for the legacy NGINX Ingress controller. This allows a consistent ingress solution across the MKE 3 and MKE 4k environments.
