Addressed issues

Issues addressed in the MKE 3.9.7 release include:

• [FIELD-8356][MKE-14610] Fixed an issue wherein a failure to clean up the cgroup of a previous ucp-kubelet instance caused the ucp-kubelet container to enter a crash loop that persisted until the node was rebooted. The issue affected nodes that run cgroup v1. MKE now logs the cleanup failure as a warning and continues to start ucp-kubelet.

• [FIELD-8320][MKE-14432] Fixed an issue wherein Envoy Gateway deployed the envoy container, including for custom EnvoyProxy resources, using the upstream docker.io/envoyproxy/envoy:distroless-v1.37.0 image rather than the mirantis/ucp-envoy-proxy image. In offline deployments, the generated Envoy pod failed with ImagePullBackOff, which prevented the proxy from starting.
