Addressed issues

The following issue has been resolved in the MSR 3.0.10 patch release:

• [FIELD-6384] Corrected license global notication banners in the MSR web UI.

• [FIELD-6553] Fixed an issue wherein SCIM login was failing at authentication, returning a null value.
