Addressed issues

Issues addressed in the MKE 3.7.17 release include:

• [FIELD-7311] Fixed an issue wherein ucp-controller crashes whenever a node partially joins the swarm.

• [FIELD-7267] Cipher suites now clear once the hardening_configuration.use_strong_tls_ciphers configuration parameter is set to false.

• [FIELD-7248] The container list on the MKE web UI Node View now shows only the containers that pertain to the particular node.
